Why it matters

RegCanary's analysis of what this means for regulated firms.

Acuerdo 8-2026 requires banks to validate beneficiary details against bank records before executing transfers and to give customers pre-transaction visibility over the recipient account holder, receiving bank and amount. Banks must also introduce warning mechanisms for mismatches that could indicate error or fraud. For compliance teams, this means updating payment screening, beneficiary verification and customer authentication workflows, and embedding fraud-risk controls into real-time transfer journeys.

Acuerdo 9-2026 extends the compliance deadline for Acuerdo 6-2026 to 31 March 2027, giving institutions more time to adapt processes, systems and procedures, and adds an illustrative amortization table to standardise credit-related customer disclosures. The extension is welcome for planning, but it should not delay gap analysis or vendor selection. Firms should map current transfer and credit disclosure processes against the new requirements, assess data-quality and API needs for beneficiary validation, and update client communications and staff training.

RegCanary views these measures as a material enhancement to Panama's consumer protection and operational resilience framework. Early movers can reduce fraud losses, improve customer trust and avoid last-minute remediation costs. RegTech and payment providers should prepare solutions for account-name verification, warning alerts and standardised amortisation disclosures.

Compliance leaders should assign ownership, set board-level milestones ahead of the March 2027 deadline, and monitor SBP guidance for detailed technical standards.
