Why it matters

RegCanary's analysis of what this means for regulated firms.

Jamaica's FSC has issued a public warning that Cassandra Rose and Cassandra Profit Lab are not licensed for securities, investment advice or virtual asset activity, and that a purported 'Crypto Trading & Partnership License' bearing an FSC licence number and Executive Director signature is fake. For compliance teams, this is primarily an impersonation and investment-fraud alert rather than a new rule. Firms should verify all Jamaica-linked licences directly with the FSC, reject suspicious authorisation documents, and strengthen onboarding and third-party due diligence where crypto or securities promoters cite Jamaican regulatory approval.

Because the VASP Act 2026 was only assented to on 20 October 2026 and is not yet in force, no entity should be treated as VASP-authorised until commencement is gazetted. Actionable steps include adding the named entities to watchlists, monitoring Telegram and Instagram referral channels, escalating suspected licence forgery or fraud, and updating client-facing warnings. Reputational and financial-crime risk is elevated where customers may rely on fake FSC branding.
