FSC Announces Key Progress on Benchmark Rate Reform
RegCanary analysis of a FSC Korea publication
Why it matters
RegCanary's analysis of what this means for regulated firms.
The FSC’s progress update confirms that KOFR adoption is being accelerated through administrative guidance, with higher KOFR-OIS transaction thresholds for the second year and a new KOFR-linked FRN issuance target for banks. For compliance, treasury, and derivatives teams, benchmark transition is no longer a future project: it is a live supervisory expectation with annual ratchets. Banks should treat the 25% KOFR-OIS target for July 2026–June 2027 and the 10% KOFR-FRN issuance target as minimum operating requirements, not aspirational goals.
The first-year overachievement and Q3 2026 run-rate of around 18.5% show momentum, but the step-up to 25% requires deliberate pipeline management. Action items: inventory OIS activity and FRN issuance; embed KOFR metrics into funding, pricing, and hedging decisions; validate systems, valuation models, and contract documentation; assign ownership for monitoring and reporting; and engage the public-private taskforces. Smaller banks may need extra lead time for systems and product approval.
The opportunity is to build credible KOFR capabilities early, improve benchmark transition resilience, and position for KOFR-linked funding and hedging products. Supervisory scrutiny is more likely for firms that miss targets or rely on passive migration.
