Why it matters

RegCanary's analysis of what this means for regulated firms.

Peru's banking supervisor (SBS) has declared the dissolution of Cooperativa de Ahorro y Crédito Central Sindical Lima Ltda. after the entity was found to be inactive, invoking powers granted under the COOPAC Law (Ley Nº 30822). Under the 24th Final and Complementary Provision of the General Financial System Law, the SBS may dissolve a registered COOPAC ex officio when inactivity is established, and the entity is then excluded from the National Registry of Non-Public-Deposit Savings and Credit Cooperatives. For compliance teams, this is a reminder that COOPAC registration is not permanent: sustained inactivity or failure to meet registration obligations triggers mandatory deregistration and dissolution without the entity's consent.

Firms operating or advising cooperative financial institutions in Peru should verify registration status, monitor periodic reporting and registry-maintenance duties (Resolución SBS Nº 4977-2018, as amended), and ensure dormant entities are either reactivated or wound down in an orderly fashion before supervisory intervention occurs. Directors and managers of inactive cooperatives should seek legal advice on wind-up obligations and creditor/member notification, and consider voluntary withdrawal from the registry to retain control of the process. The action is narrow in scope and affects a single entity, but signals continued SBS enforcement of the COOPAC framework.
