Why it matters

RegCanary's analysis of what this means for regulated firms.

The platform extends Malaysia's existing central securities depository model and links to RENTAS+ for around-the-clock payment settlement in central bank money. It is designed initially for wholesale issuance but is also positioned to support tokenised government and retail bonds, signalling a broader shift in how digital securities may be issued, recorded and settled. For compliance teams, the immediate priority is not a new rulebook deadline but an operating-model review.

Firms active in bond/sukuk issuance, custody, trading or settlement should assess whether tokenised ownership records, settlement finality, client asset safeguarding and disclosure controls are adequately covered. DLT and cloud governance, cyber resilience, outsourcing oversight, AML/CFT and sanctions screening must be tested against 24/7 settlement arrangements. If retail distribution becomes relevant, consumer protection and suitability controls will need review.

Actions: map the tokenised securities lifecycle; update policies and procedures for digital custody and settlement; validate integration and operational resilience with RENTAS+; engage BNM early on participation requirements; train operations, risk and compliance staff; and monitor further guidance. Opportunities include faster issuance, broader investor access, product innovation and continuous settlement. Risks include legal certainty, liquidity, cyber and operational disruption, third-party concentration and governance gaps.

Impact is significant for market infrastructure and capital markets participants, with a medium urgency because no implementation deadline is stated.
