Why it matters

RegCanary's analysis of what this means for regulated firms.

ADGM's FSRA has opened Consultation Paper No. 6 of 2026, proposing targeted revisions to its Fees Rulebook and General Rulebook. The changes complete a prior fee review and would update charges for Recognised Bodies and operators of Multilateral Trading Facilities and Organised Trading Facilities, plus create a supervision fee for securities admitted to the Official List. The paper also proposes higher late Regulatory Filing fees, clarifies Financial Services Permission variation fees, and offers guidance on change-in-control and permission-variation applications.

For compliance teams, the priority is to model the fee impact, particularly for market infrastructure providers and listed securities, and to strengthen filing timeliness controls to avoid increased penalties. Authorised Persons, Recognised Bodies and DNFBPs should review their change-in-control and variation procedures against the proposed guidance. The consultation closes on 6 November 2026, so affected firms should assess the proposals, prepare internal cost and governance analysis, and consider submitting feedback.

While the changes signal greater market maturity and could raise fixed costs, early engagement can help shape final rules and reduce implementation surprises. Firms should update budgets, review client and listing fee disclosures, and allocate compliance resource for any final rule changes.
